Because a proper Harley x Bruce situation would be a genie out the bottle situation. Unlike her other ships who have little effect on her status quo or can be hand waved as one knight stands if Harley riding the Bat that would result in a big shift. Like she would stop just being a slutty clown and probably fully progress into being a bat.
