Catwoman is fundamentally a very boring character. How would you go about fixing her?

The character steals.That is her character.I feel one could make the argument that her stealing could be a better net positive from her stealing from criminals specifically and thus depriving their various operations of funding.Very robinhood for a modern era.Seemingly every libshit at best ops for "anyone rich for any reason is bad".Which is the exact mentality everyone hired at DC has.

Catwoman was originally conceived as a "forbidden fruit" character for Batman, that temptation that he can never have without compromising his ideals.When DC duplicated that with Talia, they needed to either reform her or get rid of her. She was too interesting (re: sexy) to get rid of, so they reformed her. And now they don't know what to do with her. She's no longer forbidden fruit, but she's not strong enough to be a heroic character.And they've done this twice, once in the early 50s and again now. So I don't hold out a lot of hope.

Catwoman is meant to be a bad guy, but that doesn't mean she is evil. On that regard, I think BTAS has a very good Catwoman portrayal (at least before TNBA).Batman is not meant to tackle her the same way he would the Joker or Poison Ivy, but rather a (cat) thief who just so happens to have abilities equal to his level.TL;DR: The point of Catwoman is that she is not Arkham but rather Blackgate material, she is not criminally insane, she is just a costumed thief.
