I think Harley Quinn at this point has become a character big enough for reinterpretations that are independent from her origins. It’s like how you can now have Tinkerbell properties without Peter Pan, or maybe even how Popeye became bigger than Ham Gravy. They’re doing more and more Harley stuff without Joker and this is just one where she holds no relation to him entirely.
