Crime is sudden or discreet.You probably never had a gang of multiracial criminals with coordinated fashion calling themselves “the Creeps” slowly popping out of the bushes to mug someone while giving a superhero enough time and space to stop them. There’s not secret meetings of every gang in the state coming together so they can easily get picked off in one swoop. It’s a narrative convenience and makes for a better villain to cathartically have defeated
