If you succeed on both roles you do it pretty much instantly, but if you fail on the 2nd role then you have everyone else take their turn before you get to try again. For narrative's sake, Matilda was taking so long to transform because of her extreme injury and having to split herself between transforming and regenerating and her ass was only saved by Delirium hitting everyone except D (who was trying to usher the others to safety), so you can imagine she failed her rolls once or twice which is why it took a while. Stig meanwhile is much more experienced and so can freely jump between forms without issue.

Everyone in the tribe who wasn't also nuts either abandoned it and joined a new tribe or got purged. They have game mechanics and a background for renunciates of Fenris. So you would have a lot more Garou than normal who have swapped tribes in modern day W5.
