Well thats the fucking thing jack ass, most heroes DONT seek that at all. Superman was born with his powers, Spiderman didnt seek to get bit by a spider, Batman didnt ask for his parents to die, etc etc. Even in context of MCU specifically Tony was fine being a jackass til he got blown up, and for Captain America who is the CLOSEST to this whole "desire" thing his actual desire was to be part of the war effort and the super aids they injected into him was more of a means to an end rather then wanting to become a superhuman(plus Cap himself specifically does not think of himself as Superhuman at all which was a key point of the first film). And dont even get me started on the fucking X-Men
