Probably because it's the IP Hartman cares the least about.
You could tell he only pitched it because Nick wanted an action show and as soon as they picked it up he wanted out of the project as fast as possible. Namely because it's got the least amount of his batshit insane ideas shoehorned into it.

Given his pull in the network since they were really banking on him giving them a new SpongeBob I'd say he likely got to put something in contracts that he had to be involved in anything with stuff he pitched them post FOP. He must have enough executive control to have a say in a DP reboot and likely won't accept any talks about it because he'd rather they let him head a new Tuff Puppy or Bunsen.
