That's where I think x-men clash with the MCU. If people like Xavier exist, then telepathy must have been regulated years ago and he may well push for this (at least old Xavier would, new comics helmet wearing Xavier probably wouldn't).

Provided they can get close enough to do that. Killgrave usually set contingencies like several mindcontrolled bodyguards and meatshields. Not to mention people he commanded to slit their throats if he got injured.
Sure Damage Control could take him down provided they can find and set a perimeter, but he will cause untold damage. Not to mention any potential delayed commands he may have set up as contingency.
And Killgrave is quite limited compared to a Jean who can read minds so she's harder to catch by surprise AND control people at a distance.
If she wanted to do what Killgrave did, Jean would be far more dangerous than he could ever hope to be.
