...this isn't how manga looks. At all. The page layout, staging, action flow, etc is all still just western comics but with bigger eyes.

Different implementations based on the style of the artist, yes, but core fundamental rules beneath those implementations which are recognizable in manga basically across the board.
The stuff we see in this issue is very much just marvel's house style, though. The pictures in the panels may be drawn in an anime-esq style, but the layout and the way that panels are used is not.

The layout is not that far off from standard comics. Readers likely struggle to differentiate between comic and manga styles simply because they are unfamiliar with full color, English sound effects, and reading from right to left. Being viewed as manga. It was something similar akin to manhwa then the point would've been soundly reasonable.
