I reread Watchmen and Dark Knight Returns recently and they still hit hard. Why can't modern comicbook writers write anything so enduring and timless?

No incentive.
Moore and Miller both thought in the 80s their efforts with superheroes would help toward the forward progress of how comic books are made and read, in part that happened but in truth their ideas and work instead have been used to fund the halting of too much progress, after all if you own groundbreaking material then you as a publisher have no reason to continue efforts in producing more instead of continuously reselling or repackaging the money makers, further more that situation serves as an example to any other creative types that their ambitions will only fuel the continuation of fellow staff and fandoms who will eventually come to dismiss and despise them for not going along with something considered the narrative and status quo or getting in the way of things to make their idea of it.

Miller and Moore are both hacks

because modern writers are mostly liberals that a) don't have a class conscious lens and b) are trying to sell slop, not present moral and ethical dilemmas and c) not putting in any effort to make characters be more believable. they don't interview cops and inmates to write arcs about organized crime. they don't interview geneticists or molecular biologists to write good lines for characters like lizard, morbius or beast.

d) low T wimps that don't value actionable resolve. decisions often get made that are about emotional consensus rather than systems and value approach

You mean why are comics written as self-contained stories different from ongoing titles? Gee, I dunno. It’s a mystery.
