That's not new for anime. The entire Time Bokan family operated on this template. Team Rocket almost fits the Doronbo gang style.
What mattered was that there was continuity and you never knew if the Pokémon of the week would be joining Ash's team or not. And then Team Rocket also started expanding their roster, meaning in future episodes Ash would have to face a different challenge.

The difference between Pokemon and Johnny Bravo is that Johny Bravo was very creative even if it's episodic, while Pokemon pretended to have a plot while doing the same shit every single episode.
Bravo is inherently superior just for that fact alone, and I don't even like Bravo at all. But Pokemon was lowest common denominator trash, and has always been.

Plus Pokémon was nothing but a a scape goat for WB, in reality those Spielberg cartoons were produced at a loss and by the late 90s Spielberg wasn't as popular as he was in the early 90s (Spielberg was funding these shows with his own wallet, no sponsors were used other then whoever TMS hired (namely Hitachi, Nissay and Konami) to bump up their budget), by 1999 Spielberg had ties with Dreamworks and asked Katzenberg to use money he was saving for Shrek to pay for 50% of his WB shows and he said no, he even asked WB themselves and they ended up canceling his shows because they couldn't take the loss (WB only took Spielberg's shows because Spielberg was taking the loss and was using movie money to pay for those shows, if WB had to take the loss they would've rejected Tiny Toons for costing too much) and use Pokémon as a scape goat because it cost next to nothing to license (it's success caused Japan's anime industry to jack up it's rates from $7000 for 70 episodes to $5 million for just 13 episodes to make sure this never happened again).

tbf Animaniacs, Freakazoid, Pinky & the Brain and Tiny Toon Adventures may as well have been the exact same show and all had the same writing style, humour and often the exact same VAs.

WB were complacent and foolish for having all their shows be so similar that if something new and different like Pokemon came out and become popular it'd bowl their entire lineup over. If it wasn't Pokemon it would have been Dragonball Z or Sailor Moon or just some other Network like Cartoon Network or Nickleodeon.
