Also the 616 Marvel heroes would be drawn like that page, with Ross replicating the classic John Buscema 70's style for them, and keep the In-Verse characters in his painted style.

Nobody knows what his normal rates are, but given that a lot of older creators are only getting miniseries or having to publish through Abrams (ie Byrne) I assume Marvel only has a limited amount to spend on high-name creators from the past

Marvel has been notorious for undercutting artists for the last decade or two, it's why most of the artists drawing books for Marvel are now third-worlders who can afford to work for slave wages. Unsurprisingly, Ross has one of the higher page rates in the industry just for how time and work intensive his style is, and Marvel can only afford him for covers at this point.

Strange in a mask is usually the go-to for some villainous counterpart of his, yeah. Englehart did indeed begin that, but it’s been used plenty of times in the past. It’s based on an actual costume he wore during the late 60s, when Roy Thomas was attempting to make him into more of a traditional superhero, which bombed so hard that it got his first ongoing cancelled in less than 20 issues. Ever since then, it’s been shorthand for “Strange gone wrong.” Which is quite a shame, as there are LOADS of creative ways to make his costume look even more sinister. Just look at the pointed cape Ross uses here— that’s a great start.
