Batman probably does better. Most of his villains operate more on schemes rather than using brawn/force to rob a place or attack someone. Spider-Man is traditionally a reactive force that stops crimes already in progress whereas people like The Joker or Riddler do shit quickly and leave and Batman figures out what they will do next and stops them. Spidey would actually probably be at his best against the Knightfall type threats where all hell breaks loose and it's a test of endurance rather than strategy or deduction. He would absolutely slaughter Bane and could probably handle Black Mask/Scarface style mafia crimes in the same way he handles Silvermane/Kingpin but would struggle against anyone keeping a low profile or targeting seemingly random people (Joker, Zsaz, Riddler, Two Face).Meanwhile, Batman pretty regularly fights above his weight class so I think he could handle Scorpion, Electro, Doc Ock, or Rhino pretty easily. Would probably have difficulty with Green Goblin (I view him as being probably a Deathstroke or Ra's level threat). I'd love to see Wayne Enterprises buy out the Daily Bugle though.

There's also Failsafe who vastly outclasses Peter in all stats, he'd get absolutely murdered 1v1.
