Damian being Robin was Morrison's take on the late Golden age/early Silver Age imaginary stories about Dick becoming an adult Robin with Bruce's son as his sidekick. Morrison intended for Damian to die at the end of this and things to go back to normal, but editors like Didio and Tomasi liked Damian too much and got him to be a permanent addition.Bruce didn't want Damian to be Robin because he was clearly not fit for it initially. Trained well but entitled and violent. The angle of Batman Reborn was both of them living up to the legacy, and Dick basically taking it upon himself to help fix his little brother.
