Starlin's run was full of international politics, that was the entertainment zeitgeist at the time, lone wolf cops/vigilantes taking on criminal ambassadors with diplomatic immunity. Hell, in the arc before Death in the Family, it's implied Jason killed a rapist ambassador and in the following issue his rapist drug deal father who's also an ambassador seeks revenge.
