I know there's been a number of different continuities or spin-offs or side continuities but in any of them and even though live action movie thing did they ever address why Penny was living with a although police officer and robotic uncle somewhat naive man who's constantly up against a super villain group instead of with her parents like most normal girls her age would be living with?

Gadget was an adult who projected authority, but was actually a bumbling dumbass and Penny was a smart kid who was the real hero. That's appealing to kids because they can identify with Penny and laugh at adults being full of it. When you make the adult the smart, sensible one and the kid the dumbass, kids are just going to find the adult boring and hate the kid. Spydra was hot though.
