I think people who think Charlie will have an arc of becoming the leader of all Hell assume Lucifer will die but I don't think Charlie will be anywhere near ready for that by series end. With all the drama ahead, she'll never get a chance to even run her Hotel smoothly until an epilogue let alone rule the realm. One step at a time.
