The Josie show was also made to capitalize off of the success of The Archies.
Personally, I liked it better than all the Scooby derivatives because all the main characters were involved in the comedy, they weren't protected from physical hijinks just because they were women. The comedy was divided between the entire cast.

The original Josie concept seemed more like it was going to be closer to the comics as a slice of life comedy instead of being an action show where they travel the world fighting supervillains with death rays and man-eating plants.

Home media wasn’t really a thing, and the idea that people would sit down and ‘binge’ a whole show would be considered absurd. As such producers were far more interested in cranking out new shows that would last for maybe one or two seasons because it was easier to sell something ‘new’ to the network rather than trying to come up with new ideas for existing shows. This is also why so many shows from back then had the exact same plots/gags/setups because the assumption was people would watch it once and then move on, no-one was thinking they would study these shows or actually watch every single episode. If a show did do well in the ratings and got revived more often than not after about 4 seasons they’d change the location or add a new character to ‘spice it up’ and revive the audience attention. Basically, television as a whole was a place for soaps, sitcoms, game shows and maybe a mini-series, it didn’t really mature into what we’d have today until the advent of cable.

Tl;dr, Hanna-Barbera knew they could recycle the same ideas over and over to make money and no-one would care or notice.
