Would Spiderman work in Washington DC? What threats would he have to deal with? How would you theme him and his stories to take advantage of the locale?

D.C. limits building heights to a max of 130 ft on commercial streets, 90 ft on residential, and 160 ft along PA Ave, governed by the Fed Height of Buildings Act of 1910.

How would he fight efficiently and travel quickly without shooting his webs on really tall buildings and swinging from point A to point B?

I mean, if you think about it, unless all crimes happened to happen within a few blocks of each other then Spiderman would still have to ran around on foot most of the time to actually fight crime in New York. So I dunno if it really matters what city he was in, since the shit he pulls couldn't actually be done in New York either.
