It happened when the internet became popularized and the use of emoticons become commonplace. Emoticons were seen as simplistic and cute, so art styles that were trying to be appealing in a cute way evolved to omit or obscure noses. I also think anime figured this out at the same time since noses were more prominent in older anime as well.
