Western animation forgot how to make entertaining antagonists with at least some charisma to them. For all the fumbles of LoK in writing, at least for moments there was some charisma in some antagonists while they were on-screen
Korra and Asami built the Havens before they were Havens. They were power plants meant to guard the chakras and safely channel their spirit energy. Some were built in already populated locations (Republic City, Ba Sing Se, Fire Nation capital) but in places like Ellora they built living communities the employees and their families stayed in (think like Aramco) Something went wrong and all chakra simultaneously went wonky.
