You'd either need to go full heroic fantasy like The Nightland where only the greatest man of a generation can hope to save a single life from the horrors surrounding them and only then with his entire society backing his quest or go full on Grimdark where the protagonist either fails in part or becomes inhuman in the process of achieving his quest and can never enjoy the fruits of his sacrifice. If the conditions aren't harsh enough to preclude open homos or the comforts of modern life in your walled fortress cities simply because you cannot afford the material cost of such things then the wasteland is also not harsh enough to preclude raiders and mutant freaks who want to steal your shit, which ironically also mean a post-modern mindset isn't going to last long and an insular culture will develop.Seem to me that this whole thing as a concept was doomed to start even if poos weren't 90% of the writing team. The Nightland also had the issues but as the first iteration of this sort of story it is more forgivable.
