The show remained funny even after Billy got flanderized into even more of an ass. The comedy was chaotic and absurd enough that it didn't really matter much if there wasn't much of an emotional center left to get attached to. The goofy gags and silliness remained fun even without very likable protags. If the show kept going we might have seen the point where it became too much but I don't think they ever got there.
Related point: Fosters only ever got more funny as bloo became more of an ass. Duchess and Herriman were never very interesting antagonists and got played out quick, so it made sense for Bloo to basically become the antagonist. It didn't matter that he wasn't likeable because his chaotic assholeness set up lots of good jokes for the new main protags (mac, Frankie, and ed/wilt) to deal with.
Making a character a jerkass doesn't always ruin a show as a rule, it depends on what kind of humor they're going for and the dynamic between all the characters.
