For most condoms, yeah. If youre unsure what theyre made out of dont ever use an oil based lube with them.

Its a physical reaction like a sponge soaking up water. So it won't chemically change your silicone unless you are soaking your toys in acetone. However, some oils soak into the pores easier than others, and the oil may take forever to come out.
