alright dudes help me out here cause I'm driving myself bananas over this

I've reset all outlets that have buttons, taken apart and inspected each outlet and does not appear to be wiring problems. I don't even know where the fuck to go from here, appreciate any advice!

The test function of the outlet should not trip the breaker. It should only turn the outlet itself off. The test button on the breaker not turning off the breaker is an issue though. Do you have a multimeter? Have you confirmed that proper voltage is reaching the outlets?

It reads about 40% power for power coming from the middle 2 breakers. Top/bottom ones have 100

Its probably some neutral nonsense since those things will not work if you're sharing a nuteral with any other circut.
