All you need is a spark. Dryer lint is basically char cloth. A little nitric + sulfuric and you can make gun cotton.

it's useful if you go outside
dryer lint will light very easy and the wax keeps it burning for a good minute, way better for starting a camp fire than trying to hold a match under your kindling
I space the lint out in an egg carton then poor candle wax on it, once it hardens stick in them in a ziplock and discard the egg carton
when you want to light them just break the wax open a bit to expose the lint fibers

Pretty much all smoke from anything at all which burns is "actual danger" toxic. Smoking is bad because of the smoke, for example. Pyrolysis products and fine particles can mess up your lungs over time. Carbon monoxide can kill you outright.

That said, burning certain things can produce products way worse than normal smoke. Burning chlorides (e.g. polyvinyl chloride) can produce toxic chlorine compounds. Burning things with benzine rings (polystyrene, polycarbonate, polyurethane, and PET (soda bottles)) can produce carcinogenic aromatic compounds. Generally speaking, complete combustion with plenty of oxygen and heat breaks things down to simple chemicals and removes most hazards, but just burning a chunk of plastic in open air probably won't achieve that. If you see any smoke, it definitely isn't.

Addendum to the above: ALL smoke is bad. If you're going to be burning anything, avoid breathing the smoke. This includes wood, grass (lots of particulates), gasoline (lots of benzine), cans (usually lined with some kind of plastic, metal fumes are usually toxic), etc.

I know that burning PVC will not yield just CO2 and H2O. And I know that burning wood or grass can yield benzene, which is carcinogenic. But maybe still better than nano plastics that will be around for millennia.
