I am looking to pivot my career and become and electrical engineer.
my current background is Windows Administration.
I know enough about electricity to wire in stuff, and do basic electrical work, but I dont know all the terminology or US code.
I cannot afford to go to school for this, is there a way I can start doing an apprenticeship with a client and learn on the job and eventually get certified?
Where do I start?

That really depends in where you are, what companies operate around you and what the market is like atm. Be aware that you'll be an electrician not an electrical engineer.

if you're under 35, not retarded, and a u.s. citizen then you should be able to find work before the month's over.
just go to the nearest electrician or electrical contractor and fill out an application. if you can spell all the words correctly then you're already doing better than 75% of tradies.
if you see the owner or master electrician there, go up to him and explain your situation and tell him you have a passion for this.
unironically, give him a firm handshake and look him in the eye. that shit actually works in the trades.

if you're not a u.s. citizen then get the fuck out of my country. you are never getting certified.

yeah, you can become an apprentice with no experience. people are hired off the streets every day.

you particularly want to go open shop and stay away from the unions. they'll probably never want to let you in because of your age. there's a lot of politics in unions and they like abusing young apprentices, not dealing with older guys who have real life experience.

find an open shop electrician, go to the office, get an application, and ask if the owner or master electrician is in. he probably won't be, so ask when he'll be back because you'd like to talk to him when you turn the application in.

when you come back and talk to him just explain your situation. most of these guys have a really hard time finding helpers who won't flake out or get drunk on the job. if you show up on time, stay clean cut, and follow orders you're miles ahead of most guys.
a good master tradesman always wants someone to teach, as having successful journeymen and master tradesmen taught by them puts a prestigious feather in their cap.

All this has me thinking - is there a term for someone who does higher-level design/engineering electrical work? Like, Bob the Electrician who is used to hooking up fans and and lights and maybe upgrading the occasional residential panel is definitely not who I'd called to plan out the service in a high rise building or a data center. What would be the term for that type of person? It sounds like what OP is really getting at.

The electrical companies will have a guy go through and price out a bid based on the prints and their knowledge of what is needed to actually accomplish that.

The electrical contractor's guy that's on site every day making sure things get done by the prints and up to code, interacts with the general contractor to handle the inevitable conflicts with plumbing/HVAC/etc

>journeyman
The guys that oversee the actual work being done and do the things that would be expensive if they're fucked up

>apprentices
The guys that do all the bitch work and get corrected by the journeymen when they do it wrong
