You can't trace a metal pipe because the signal grounds out. You cant trace a plastic pipe because its plastic. If you can open the pipe and put a sonde in it you.can trace that but you cant usually do that to a water main.Power lines can be traced because of the power they have in them. Cable TV and phone have tracers or shields that.can be located.
