Not because the state will go after you, but because you will poison yourself of seriously contaminate the area you are working in. Wet scraping isn't that bad and you don't have to do that much. The siding of the house is aluminum and probably fairly new (post-1978). That explains why it doesn't look as bad as the rest of the house it clearly is. I would bet money that the structure of the place is in rather poor shape and the you are going to be looking at serious reconstruction. This all depends on the state of the main roof, though. If that is still solid you might be okay. Its just everything else that is fucked.

No telling what you might be dealing with inside the house. I can tell you that the thermostat is 50+ years old. So, lets look at the outside. It appears to be a fair amount of bare romex-style cable just running on top of the aluminum siding. So, two layers of sun/wind/rain exposed plastic between your electrical system and lighting up your house like National Lampoon's Christmas Vacation without even needing any Christmas lights. I doubt the inside is any better.

It's probably more time effective to just remove the old painted material. Both porches need redone anyway. It's anyone's guess what's under the vinyl side, but surely the water damage in the back is permeated throughout the entire lower section. This money pit will either get torn back to studs or leveled. I can't speculate anything mechanical inside being up to par.
