Soap stone or Milwaukee paint markerMag drill and a carbide or diamond hole saw.Idk anything about torching. Used to be a steel erector.
Drill a small pilot hole to clear the large drill's central web which will otherwise rub and dull. Beware of hard spots in structural steel.Don't drill at excessive rpm. The larger the drill the slower the speed. You want a nice string of swarf peeling off from the metal. If you have no mag drill use a large non hammer drill in several stages but use the side handle. Reaction from a powerful jammed drill can sprain your arm or worse. I once messed my forearm up for a year this way.
