What do? Is that normal? Do I have to tell the maintenance guy or do I just seal the hole? Will a standard plug from the hardware store stop the smell, or do I need a proper siphon?

the smell was already in my kitchen so if there's anything in there that's gonna turn me into a sewer mutant it's too late I guess. I put up a fan and I bought a plastic plug, the hardware guy said it should stop the smell if I push it in all the way but I'm not so sure, I guess I'll talk to the maintenance guy after the weekend

If the pipe has organic material inside that is off-gassing then it might eventually break the plug seal when pressure increases, but that wouldn't happen for some time. It's fine as a temporary solution until maintenance can get to it.

cut it back flush and smother in silicone to seal up
that way if anyone ever needs to use it, it won't be miserable to restore

it looks like a tubular female but you'd have to cut open the wall to clarrify and get proper fittings
