I have one of these but it's stuck because of rust and dust. Is there something I can use of its joins to make it move again (apart from WD40 which didn't work)?

I'm assuming those sleeves were welded in place with the upright part in place so it's not able to be disassembled

Use an actual penetrating oil. Kroil, PB Blaster, Liquid Wrench, or, if you have some on hand, mix up some ATF and acetone. Spray the shit on, make sure it is out of the sun, maybe even cover it with some plastic so it doesn't evaporate, and come back in a couple of hours.

Tap on those sleeves around the outside with a ball-pein hammer. The impact will help break up the corrosion bond. Once it starts wiggling a bit, move it back and forth over and over again while soaked in WD-40 until you get full range of motion.

Do what the others have said, but once it's moving don't end with the penetrating oil. Pack some grease into the joints (use a spray can maybe) so it doesn't seize back up again. Penetrating lubricants evaporate.
