How would i go about doing it myself ?

It looks like hardwood. You can try stain removers, but will most likely need a refinish.

Depends on whether the wood is warped or not. If it's just a stain, you can sand it out and refinish it, assuming the stain isn't super deep. Unfortunately, if you're sanding I refinishing it, you'll need to do the whole floor so everything looks uniform, otherwise you'll end up with that spot looking different than the rest of the floor because it has a new finish and the rest doesn't. My flooring sub does wood floor refinishing for roughly $6/sqft.

Do you own that place or rent it?
Is that proper parquet floor or some pre fab panels? In either case it doesn’t look warped so that’s good. Probably could sand it and reseal it, however if you only do that spot it will also look off, but maybe less so. Doing it properly will cost you, but 4000 seems harsh.

probably depends on how much you want it 'fixed'.

I'd buy a belt and a palm sander, and small shop vac to plug into those. Sand reasonably well then some poly finish.

If we're looking at water damage, you'll probably want to replace the floor as it'll eventually warp and get mold, etc

Sand the entire room to 300 grit, apply oxalic acid (look up a tutorial online), have some heaters in there if it's too cold already, wear a mask and gloves it fucks up your lungs and skin from experience, rinse (literally) and repeat until it's all even, sand once again, apply stain and finish with 2K PU meant for parquet
It's never gonna look as good as it did originally unless you hire a professional but the good thing about hardwood flooring is you can choose to hire one once you fuck it up, either now or 100 years down the row
