It should be the other way around; you develop the character, and then you can see which label fits better.You don't say "is a kemonomimi" or "it's a monstergirl," then try to adhere to that with all your might, no? What you do is develop her in the way you want, and then when that is over, you can tell if she falls more in one category or the other.
