When you cut out an area, such as a bubble, instead of doing it with the select tool alone, add a throwaway layer, fill your selected area with a color, deselect, use the fill tool again on the area, and select the area again. That way, you include a bit of an overhang and avoid the bit of white border. I hope Photoshop works the same way as Paint.NET. If you use the fill tool successively on the same spot, the area gets a bit bigger each time. With the fill tool alone, if you turn up the selectivity, it will spill over where you want, so you always have to leave a small border.If you now do the same steps but with everything but the cutout area selected, and move the black layer between the two image layers, you create a bit of a color smear overhang, essentially reintroducing what you removed but with an alpha layer.Hope it's understandable.
