How do I get my hair to be like this?
(I know this pic is AI but this is the best long hair wolfcut on men I can find on pinterest and google)
The biggest problem I have is that my hair is too frizzy. I use shampoo and conditioner once a week, but I think the problem is cotton bedsheets. I'm looking for one of the silk hair cap things but I can't find it anywhere. Is a waxed shower cap good enough?

if your hair is frizzy and probably dry, then thats what you have to work on most (as you've already correctly noticed)
what's your routine like rn? what shampoo/conditioner?
I suspect that your hair needs more care, specifically a leave in serum and a smidge of hair oil would be essential since those are the two things that actually stay on your hair for days between washing and create a protective layer around it to prevent moisture loss and other damage

Hair is different for everybody.
How many times you wash a week, salt/no salt, type of hair, weather, diet (oiliness) and genetics.
You can try out different sham/cond with/without salt for the frizzy.
It's a layered cut, as mentioned, so start from there and start changing some things.
Some hairs look better in cold, hot, dry, humid etc and it's different per person.
Look at how hair salons wash customer hairs, it's a somewhat long ~3-4min head/hair massage with shampoo.
I like to cond 3x a week. I start by shamp or no shamp wash, then put on the cond and wash the rest of my body without letting water hit it.
Many say that hot showers damage the hair and make it frizzy, so keep it warm or just go neutral/cold.

I do think I take care of my hair just fine. I use coconut and rosemary oil twice a week too, it's just that it doesn't do much I don't think

Once a week, no salt, 2B or 2C I would say, temperate climate, I eat clean, fruit and veg and oats for brekkie, rice and veg and eggs and meat for lunch. 20/4 intermittent fast
I shower with cold water soon as I realised how bad even warm water is for skin and hair texture

Like I said in >>18683609 everybody is different. You need to try different things.
A lot of people say sea/salt water spray is amazing for the hair, but that frizzes my hair up and dries it extremely fast. For some it even helps reduce dandruff, for others (like me) it increases it.
Takes about a week or two of changing things to really notice.
Maybe try without the coconut, then rosemary, then test shamp/cond with salt.
Oh, there's also how you dry it, avoid hot blowers. And are you hydrating it? It doesn't have to be special expensive products. You just need to get one that's thick and leave it on for a few minutes while showering.
