That is in regard to wearing clothes, not buying them. Short girls generally have to get everything hemmed. Shorts that are supposed to go to mid-thigh end up being knee-length, for example.

You can always tailor clothes and make them shorter, but you really can't make them longer.
Sometimes cuffs are rolled over on themselves so they can rip the seam and unroll it to make it a tiny bit longer, but that's not common.
