Fitted polos are honestly the best for this. They have naturally tight arm holes (most of them) and also because they're considered a bit more elevated they help with the perception of just showing off in athletic gear.That said, most important thing to size for IMO is the length. if the length is good, then forearms and back will still show you're fit enough.My favorite t-shirts right now in terms of fit are the Gildan Hammer (one size down, I get an M while I'm an L in euro sizes) and the Abercrombie Shrunken Tee from last year (rip, they stopped making this, it was the best t-shirt ever in terms of fit).Something I also do is just get my t-shirts tailored to my torso length, so all I have to do for ones that show off my body is pick the tightness.
