Pants are far too wide, those pleats are a sin against good taste and the bunching up looks really sloppy and bad. Shoes look like the hair off of a Lego character, white tennis shoes of black derbys would look far better. I could go on but this guy fails rule 1 and 2 (don’t be ugly, be attractive) so nothing would save him anyway.

His feet are too close together, actually to the point of overlapping, which makes him look like he's folding into himself and trying to make himself as small and unassuming as possible. Compare it to the stance of the two people on either side of him.Also, he is tilting his head back, which some people do when they're having their picture taken. I did it too until someone kindly pointing it out to me. It takes away from the sense of "this person is looking right at me", and almost signals flinching away, which again makes him unassuming and somewhat mouse-like.The outfit is just a shirt and trousers. Nothing really going right or wrong with regards to this.There does seem to be some pinkish light somewhere nearby too. Again, doesn't help.Oh, and the facial expression. He looks grumpy but without any imposing stance to make that look anything more than a bit indignant.In short, feet shoulder's width apart, head tilted forward, smile a bit, he would look basically good. Holding the flag up and putting his pointing finger hand down would also improve things.
