Pasties only cover the nipple sometimes the entire areola. That does not account for movement of the other muscles in your torso and arms and their interaction with garments. Some people are less sensitive than others or have no sensitivity at all. Its all a matter of personal preference and feeling. As are most style choices for each individual.
