I guess they were just working with what they had since the manga is very short and never was finished. The source material barely makes it past the "girl in a suitcase" discovery. Probably one of the few times the anime did a much better job than the manga, but that was out of necessity thoughbeit.

She would disagree, but I think it looks better on her than long hair. I think part of it is having just enough of an androgenous face without veering too much into a manface.
