You have shit tailors man. My local shop did a made to measure suit and tux for me and I was given exactly what I requested. Even down to high waisted pleated trousers.

Not even Suitsupply makes jackets with such a high gorge.
Anyway, depends what height you want, but I would say Canali puts them at a medium height, probably Cesare Attolini, some TF models, or Husbands or Casatlantic if you don't mind the outdated cuts, or Suitsupply MTM which is cheaper than most of the above.
Or vinted/grailed/poshmark/the local thrift stores.

Politicians from the US and my own country wear a wide range of suits, and the trend seems to be what was popular and easily available from mid to high end menswear brands four to eight years ago, so fairly thin notch lapels with a fairly high gorge.
Some do wear more modern and slightly more relaxed stuff that you might very well find at SuitSupply, but most wear slimmer looking stuff still.
What does that have to do with anything though?
OP asked where he can find a navy suit without a high gorge lapel, not whether politicians wear them.
