Getting more distance per week will improve your endurance and pace even if they're low intensity runs. Weight training requires pushing yourself to discomfort to get anywhere. You cannot make significant strength or mass gains with low intensity weight training.

This wouldn't be very fast at all, it's not a high bar, but for sure if you cannot do this there's no way you can be considered fit in a cardio sense.
