Let's say that instead of running, my cardio consisted of going up and down stairs.

Which is better, longer stairs (greater difficulty but also longer pauses between climbs because I have to walk down), or shorter stairs (more consistently climbing up with shorter pauses between climbs but lower difficulty per climb)?

It doesnt matter because you'll never put in the work. If you really wanted it, you'd already be lifting and not worried about some arbitrary timeline.

Running stairs is one of those things you'll do a few times, feel amazing about it, then gradually slack off on. You need to have a steady stream of novel exercises to alternate if this is the kind of thing you want to do.

Honestly found just going up and down the entire staircase in my apartment building everytime i take out the trash a great way to stay consistent enough with it since i almost always take it out daily

Its not a lot but it's better than just doing the basic cardio i do everyday

stair machines don't change your experienced gravitational pull, stairs do. stair machines are just treadmills with added difficulty because they force you to lift your legs up high.
