Power rows are unironically cool if you control them and do them more as a controlled short reps squeeze thing where you hold it for a brief moment on the top than full swing from the ground

They count as cardio if you do them with a moderate weight and do tens of reps with pauses on floor when you need to.

In addition to pushing with quads it lets you to arch better, shortening ROM
Heavy powerlifters with bad mobility/back arch typically put heels on the ground and push through heels. This allows for better stability as you said plus the initial explosive push from chest is stronger when pushing through heels.
For women and fit people with good mobility it's always better to keep heels up. Powerlifting shoes also help a lot with stability.

I like them but 99% of pendlay rowers just deadlift that shit, then chest fuck the bar back down to the ground and pretend it was a row.

I prefer seal rows but it's impossible to find a gym with a seal row station. I refuse to be the goblin that steals a bench and all the boxes to do them.

There will be some give to your back angle if you do real weight, but the bar should touch your chest each rep. Not touching is just a failed rep. And the OP isn't pendlay by any means, it's deadlift rows.
