Yes, it's genetic to a degree. Cardio, more salt and proper hydration can increase blood volume and help bring out more vascularity, and obviously getting bigger muscles that require more blood flow.

My father is a skinny fat old fart but he has very prominent forearm veins meanwhile I'm at 17% bf and don't have a single vein popping out. Idk how low do I have to drop in order to have some of them visible.
