If they are objectively physically weak they will claim that they are intelligent and that matters more. It's super weird to an Euro like me, since in Europe, old age is when people, especially the rich, finalyl have time to exercise as much as they want and the yindeed do. It's not that unusual to find seniors doing Judo with the younger people here, for example.

They have absolutely no ability to comprehend that some of the "standards" they look towards are only possible because they're 120lbs 5'4". This in turn keeps them extremely weak because simply pursuing more reps all the time only builds muscular endurance, not strength. You can progress in strength by either elevating entirely off the floor (front lever row) or progressing towards one arm variants, but they constantly try to get people to stop doing that by being form nazis that don't understand breaking new ground involves shaky reps. Some of these guys also pay for a gym membership just to go and not use weights, out of some blind loyalty to bodyweight training.They also do everything they can to pretend to not be a midget. They'll never disclose their height/weight when saying "iron crosses take about 3 months of training" (pic related). I saw another guy doing L-sit pull-ups on dip bar stands with full shoulder extension and you have to be absolutely tiny for your ass to not hit the ground doing that.And there are no good lower body strength exercises with calisthenics. Once you hit the low bar of one leg squats it's just sprints and jumps for you, which don't improve strength much. Bodyweight training just offers a bunch of challenges that demand clever thinking (or just add weight) to overcome, but most people don't want to do that.

I honestly think it has to do with the idea that they want the intelligent villain to be physically dangerous without looking dangerous. If he were a big muscled guy he would have a lot of presence.
