Sure they were in good shape compared to the average Joe, meaning the average guy you see in a random supermarket, but that was it. Arnold and Stallone were not considered actors. More like action movie stars. Serious movies were still movie not action oriented. Or it was perceived this way. Around the 2010, the capeshit marvel happened. Thor, captain america, Hulk. Those made money. This set a new standard for aestethic. Then everybody had to get jacked otherwise they would look ridiculous compared to Thor Chris Hemsworth. That said it's a good thing because actors before got tremendous amounts of money for doing basically nothing except talking. Sure some worked on their acting, others not so much.
