It can be a part of whole cutlery set, but it cannot be one on its own. Your cutlery set should have a spoon in it, but shouldn't consist exclusively of 100 spoons. Similarly, a specific food or meal can be a part of a healthy diet. And just like a chainsaw is inherently not a reasonable inclusion in a cutlery set even though it cuts things, there's only a few select foods that cannot be included in a healthy diet, mostly those that contain compounds with no beneficial effects and harmful effects at any dosage, like trans fats.
