When they say that, "Fruit juice (for colour)" means it is not in a nutritionally significant amount, meaning it's usually 1% or less of the total contents of the drink. This means the claim "Contains no juice" is still true, as in order to qualify as a juice product, your drink must be at least 5% juice. "Natural flavours" can additionally mean chemicals from natural sources extracted with solvents and added back to the drink later, which is distinctly not juice either. Hope this helps!

Juice costs more than extracts. They probably very well COULD just use more juice. They just don't want to, because whey is costly enough that they're going to cut costs elsewhere to make up for it.
It's too late to change it now, too. The factory floors are set up and contracts are signed, any changes to the production process would be so expensive as to shut down the facility altogether.
